Randolph T. Barker is professor emeritus from Cornell University in the Dyson School (formerly Department of Agricultural Economics). He has spent approximately half his career conducting research and teaching in Asia. This includes two years at UPCO (1965–66), 12 years at IRRI (1967–78 and 2007–2008) and 10 years at the International Water Management Institute (1995–2004).
